Reports are geolocated to a city or area when possible. Public coordinates are intentionally rounded rather than presented as tactical precision.

Duplicate coverage is clustered into one incident. Two or more independent source domains move a record from Reported to Corroborated.

Review
Technology helps organize the record; people remain responsible for the judgment. “Confirmed” and confirmed terrorism classifications require Rise to Peace administrator review. Automated or AI-assisted outputs can be wrong and may change.
